Vukovar is a city. Or was a city. It is now little more than a shell of a city, filled with bullet holes and buildings that have gaping holes in them or are hardly recognizable as buildings anymore. It is the site of the first attack by Serbia during the Croatian war for independence. It was destroyed to send a message, and it remains because, Croatia wants to send a message of its own.
